Just saw your photo and I would not be happy with that it looks like very loosely packed softwood a good marine plywood should look more like this.

I think I would sand down to the void and around it then build it back up with layers of fibreglass cloth. You could try finding the top of the void then drill two holes halfway into the plywood and fill up through one hole with epoxy if your still not 100% cut a bit of plywood and epoxy it over the panel. Just my two cent’s worth if you are new to working with these I would go with epoxy you will get a stronger bond with the wood and more time to work with it, polyester can go off very quick and if you are not used to working with it you might end up in a mess.
